1 point Def or Sta wouldn't make an impact in battle. So evolving Charmeleon will save you 25 candies.
All four Saurs aren't worth the dust with their low IVs or low level. You should find a better one.
About Machop and Machoke. You will use roughly same amount of candies when evolving Machop or leveling Machoke to lvl 25, same lvl as Machop. So I would choose Machop for saving my dust. But I still thinking that they aren't worth the dust either. They aren't strong mons overall and %78 IVs are not that good. At least if they were +%90 maybe I could think about leveling up one just for fun.
Dont be that much hasty about spending your resources on bad mons you will regret after.
