Evolving to Venusaur

Thanks to the grass event I have been able to rack up 125 Bulbasaur candy. In addition, I hatched a Bulbasaur (518 CP) from a 2k egg. Here are the IVs, tell me what you think:
Attack: 10
Defense: 11
HP: 10
For mystic folks that's:
Caught my attention,
Defense,
Trending to the positive.
Total it's about 69% IVs. Should I evolve? Haven't had much luck with good IVs during the grass event, and rarely find Bulbasaurs in the wild, normally. Currently no 2k eggs, though I have some open slots.

It is not so good, try to wait for a better one. If you can't find a better one in like a month then just evolve this one.

Wow, that garbage was a hatch? Sorry to hear that.

Wait for something better - those are some crapola IV's (hatches are 10~15 in each IV, vs 0~15 for catches - so that's the second worst bulbasaur you could hatch.)
