Evolving Gen 1 starters

Hello,
I started to play again around Eevee community day and I don't have fully evolved gen 1 starters yet. With the kanto spawn event, it is fairly easy for me to evolve them right now. However, they will always be suboptimal due to the lack of exclusive moves. Is it worth it to keep myself from evolving them in the hope of getting another chance to evolve them into their optimal movesets in the future? This goes especially for my 98% lucky bulbasaur which I would really like to have with frenzy plant.

Since as you say, they would be suboptimal, you dont need them for fighting (Exeggutor, Flareon/Moltres and Gyarados/Kyogre are better). You only need the dex entry.
So you can evolve another bulbasaur, and leave the 98 in you storage... hoping that frenzy plant comes again.

This. This very same event can bring you better pokemon in the Grass, Fire and Water department. Gather enough candy to evolve one later and IF you have enough candy for a given species to evolve 2, then you can consider evolving one for the dex entry.

You could still evolve Squirtle though, even Hydro Canon Blastoise isn't that good.

We don't know if or when exclusive moves will come back for them. Certainly not anytime soon.
Evolve for the pokedex entry. Bulbasaur with solar beam is still usable (although far behind FP).

Was it possible to TM to the desired moves in the past? Because if so, I could just get a solarbeam Venosaur and TM to frenzy plant if the community day comes back.

If you have another to evolve for the Pokedex you don't lose anything by keeping it a Bulbasaur for now. I'm playing the "wait and see" game with a few different Pokemon, particularly a lucky Bulbasaur as well, a 100% Mudkip (now Marshtomp), and a 100% Beldum. The former in case Frenzy Plant returns, the latter two since they're likely community day candidates.

How absolutely hilarious would it be if during this event, if you evolved the kanto event pokemon, they get their event moves, but no ones evolving them because they dont think the event moves come back (I know this isnt whats happening, but I think it'd be kinda funny if it did)

Even if no one's evolving them chances are someone somewhere has encountered a wild Venusaur/Charizard/Blastoise that would have their exclusive move. Following CD logic wild and raid catches would still have them.
