Evolve Ralts this early?

So I found an A/D/S - 13/11/10 lvl 34 Ralts on my way to work. Tempted to evolve it, should I?

yes definately it has good ivs and very high level

The introduction of Level 35 Wild Caught Pokémon changes the game entirely in this regard - Power it up! Power it up! Power it up!

You can store candy for Ralts and power up a good one later on - maybe even wait to find a Perfect IV Ralts. Meanwhile you've got that Level 34 that you don't have to spend anything but maybe a TM or 6 on. No Candy, no Stardust, just leave it at level 34. Stock up on Stardust to use for high IV Pokémon or Pokémon you can't catch a level 35 of in the wild.

It's a wonderfully nasty little game changer, this weather boosted Pokémon...
