Considering that Machamp is only good for attacking, your IV is more than enough.

When you want to know which status should be the highest, take a look at the mon's profile at gamepress and see what is the lowest. That is the one you have to priorize. Machamp's lowest status is defense and the highest is attack, so the first one is more important than the second one.

Oh definently go for the first one.

HP and defense are most important for Machamp.
His base attackstat is already very high, and CP doesn't matter if you use it for attacking.
Against Blissey/Snorlax its important to survive some hits.
