Evolve Dratini or power up Dragonite?

1) evolve 708cp (69 iv) dratini into Dragonite?
2) power up cp 49 (iv 94) Dragonite (steal wing, hyper beam) btw. already have one Dragonite 2300cp (97 iv) with this moveset.

Since you already have a defending Dragonite, I assume you'd want one for attacking.

The 49 CP Dragonite has no chance to have an attacking moveset, it's already got it's moves.

The Dratini that you evolve has a 50% chance to have an attacking moveset (Dragon Breath + any charge move), and if it doesn't, then you probably would have spent the same amount of candies powering up the 49 CP Dragonite, but it would also cost you stardust.

It would help if you gave more info such as the HP of the pokemon so we could work out the IVs as well as the level of it, because then you can work out exactly how many candies / stardust is required to power it up to a certain level.

Thanks.

The Dratini is LV 27 with 13A 7D 11HP. If you evolve it to Dragonite it will have 2605 CP and 133 HP. Powering it up to LV 30 will cost another 24 candies and 28,000 dust, and it will have 2894 CP and 141 HP, for a total of 149 candies.

Powering up that LV 1 Dragonite to LV 30 will cost you 122 candies, but it will also cost you 120,000 dust, and you don't really need it when you already have another Dragonite with Steel Wing and Hyper Beam.

If you evolve the Dratini, you have a 50% chance of getting a good attacker (Dragon Breath + any charge move), and if you get one with Steel Wing that will be almost just as good as the LV 1 Dragonite when powered up, but you've saved yourself 92,000 stardust.

Personally, I would rather evolve the Dratini because I think 27 Dratini candies is easier to get than 92,000 stardust, and there's literallly no bad moveset, because if you end up getting Steel Wing + Hyper Beam again, you would have the same thing if you powered up the LV 1 Dragonite.

Really nice analysis. At first glance I would have said the same: to evolve the Dratini.

Nevertheless I disagree on one point:
I personally think 27 Dratini candies are more valuable than 92000 stardust, and that are less easy to obtain.

That said, and taking into account that the 49cp Dragonite has 94% IV, I would seriously consider powering it up.

In the end it's about the (attacking or defensive) moveset you want!

How often do you find dratinis?

I would touch nothing and wait for another dratini... depending on the answer of the question I asked.
