Evolve a Dragonite

Hi, first to all you must know that in my zone dragonite is a very rare pokemon .. ok at least for me.
I only have 1 dragonite (13 A / 11 D / 14 HP) 84% lvl 30 (DT/H)

I have hatched a lot of dratini but no one with good IV to be evolved into my second dragonite (DT/O). My best dratinis are a 84% (14/11/13) and the second one could be 91% (13/13/15) or 89% (14/11/15). I were waiting for a better one with 15 Atk.

But now with the GenIII so close I were thinking in the possibility that the move set DTO will become legacy so maybe I should evolve one of those dratinis to have those move set just in case of that disappear.
what do you think about that?

Draco meteor appears like the only move that dragonite would acquire if movesets were to change; since groudon and kyogre have their moves, I wouldn't be surprised to see if draco meteor were to skip dragonite and instead be a move that rayquaza could run.

How many candies are you working with? I would go for it but that's just me. I say that and watch dragonite's moveset won't change :/

Is there any zone where Dragonite is not "a very rare pokemon"?

Some water biomes have semi-frequent Dratini spawns.

HI everyone, fist of all thanks for your answers, I also think that draco meteor will be a move for Salamance to make it diferent of dragonite so I will waiting for a better dragonite even with the risk thar outrage became legacy.
