Evolve Chansey or power up Blissey?

I've been having my only Blissey as my buddy and today I hatched a Chansey. Now I have 50 candies, but I'm not sure what to do with them.

My current Blissey is CP 2038 with IV's at 88.9% 14/11/15 and Zen Headbutt/Psychic as (worst) moveset.

The Chansey I just hatched is CP 814 at 80% 14/10/12.

What should I do?

I would power up that Blissey as moveset doesn't matter for her. Higher IVs is a bonus

I have one with the same moveset, and Psychic can counter Fight type (her Weakness) so i would power up yours. You can evolve other and got a worse moveset like Pound-Psychic or Pound-Hyper Beam. I would classify Zen-Psychic as the third best move for defense:

Defense (IMO):
ZH-DG - A;
ZH-HB - A;
ZH-P - B;
P-DG - B.
rest C.

Psychic at least is the Charge Move with the fastest cooldown.

I had a Chansey with best defensive moveset and evolved it. I was nervous but, it paid off. You want your mon to sit higher in a gym which you can with Blissey CP over 3k.
