Basically there is no difference, in the end the evolution will have the same CP either way. But is better to evolve first because:
1_Untill you get the candies for final evolution, you can find a more powerfull (imagine wasting all that dust and candies for nothign?)
2_If you evolve a powered up monster and it get bad moves? Wasted candies and dusts...
