That's the best move, yet the EPS of confusion is lesser than ZH, so it takes a bit more time to charge up a charge move.

I got this one too. Seems like the best. I prefer a 2 sec quick move (Confusion) over ZH because you can use it once then dodge. If you try to get in two ZH's, you will get hit.
