Espeon with confusion or ZH?

Mine has C/FS and she's awesome. I dodge everything, so I can comfortably fit one in between the opponent's attacks and it still dishes out a ton of damage. I always found ZH to be quite awkward for that, since you really need perfect timing to barely fit two of them in between quick attacks - and most of the time that doesn't happen unless you're facing a really slow mon.
Furthermore, if you only dodge charge moves Confusion still comes out on top thanks to its better raw DPS.
So I don't understand why most people say ZH is the better move for dodging.
I have 2 100IV Espeon, one with ZH, one with Confusion... I have personally tested both many times in gym battle as I was not sure which to spend my stardust on.. I have studied both sets extensively and I know DPS and EPS of Confusion is slightly higher, theoretically.
Scenario:
-As Gym Attacker (it will never be a good defender)
-Dodges almost all attack ( as it easily die given short HP)
-Opponent: Blissey ( the strongest defender in game, and getting common)
ZH able to cramp 2 attack in between Blissey's Fast Move (be it Pound / ZH), and dodges well. It take 3-4 cycle of "Attack + Dodge" to fully pump the Charge Move, and cast FS.
Confusion able to do only 1 attack in btw Blissey's Move, needing 5-6 cycle of "Attack + Dodge" to fully pump the Charge Move, and cast FS.
In the end, in the above scenario, Confusion can never able to beat Blissey within time frame of 100 sec (being too slow, and not able to cast Charge Move as often as ZH), while ZH constantly able to kill Blissey with many seconds left, with much HP left..
my conclusion is: ZH is better than Confusion.. period.
Pumped my ZH/FS to level 30! Such a gem!
