electavire attack animation

I heard someone say that despite the fact that electavire has a higher attack than raikou, and access to thundershock and wild charge electavire will have a lower dps due to it having a longer attack animation. as far as I'm aware there isn't a case of this in the current game. I have had a search through TSR and couldn't find any reference to this. Does anyone have a link to this as I trust the person who said this and he claimed that he had found one.

I don't think there's such thing as unique DPS because of "different attack animation" in pogo atm. Each attack has its own animation time and it won't differ for each pokemon (so both rayquaza and dnite will have exactly same animation time if they're using dtail).
Maybe they can do that in future where the "speed" stat from main pokemon game used (so every pokemon with different speed stat does different attack animation speed), but I don't think it's the case now.

*Electivire, and that's just plain wrong. Maybe ask your buddy where he heard that from?

I think the comment was that even if he got the best moves to have a slight edge on simulation DPS he'll likely lose out in real world dps due to being less tanky and thus having less charge attack consistency?
