Electabuzz counter?
Gamepress says "Supreme Counters" are Rhydon & Golem with ground moves. And then the next level of counters features Dragonite, Tyranitar, Donphan, etc. And the level after that it has Gengar. I just did a level 2 raid against 12390 Electabuzz. I followed this website's advice. I used: 2566 MS/EQ Rhydon, 2068 C/EQ Donphan, & 1634 MS/EQ Golem. It took 3 Pokemon to stop the Electabuzz with 51 seconds left.
YESTERDAY, I fought the same raid boss. It was slightly weaker at 11311 CP. But I used Reddit's Sliph Road's advice. Someone on here, yesterday, posted the link. I'll post the link, again. It says to use Gengar, Dragonite, Alakazam, and Flareon. So yesterday when I battled the Electabuzz, I remember I used my three Gengars: 2246 SC/Shadow Ball, 1463 SP/SB, 1447 SC/Sludge Bomb, and then I used my 3171 DT/O Dragonite. This is where the battle ended with 77 seconds left.

Apples and Oranges.
Silph List is only top DPS counters. Some pokemon like Gengar, Flareon, have such strong Neutral damage that they do more DPS than even a SE Neutral Damage.
The difference you are missing though, is that you don't gain any Damage Resistance and often lack the HPs.
Your Rhydon likely did more total damage to the Electrabus than your Gengar. But did it in more time.
So if your timing out, yes switch a few pokemon over to Silph's site.

So should I always start a raid battle with that legacy Gengar? Should I invest dust in him? Is there a current moveset that's comparable to the one I got? Etc.
Wait a second, I could use a charge TM on that SC/Sludge Bomb Gengar to get another SC/Shadow Ball Gengar.
