Dumb luck or something of it?

So out of all the legendaries my first Raikou was 93% doubted i would get much higher after 3 other attempts all being lower. So i powered it up to about level 28. After i powered it up i then did 2 more Raikou raids.
1.) 1913(100%) I caught it with the second ball out of 14 balls.
2.) 1907(I am assuming 98%) Did not catch it on 9 balls.
Also, These 2 and the 93% first catch were with free raid passes.
So a couple questions.
1.) On any legendaries did anyone power up them and notice an improvement on the IVs after powering them up?
2.) Do you notice better IVs with free raid passes over premium raid passes?
My instincts say dumb luck, but never want to rule out anything. With free raid passes having better IVs that would actually be great for people that don't spend money.

Dumb luck. RNG is a fickle thing. Someone has to be the lucky one. lol

My first Raiku was 1840 something. Low. Lowest of anyone I have seen. My last one was 1890.

Even if you don't spend money you get a free raid pass a day. If you only raid Raiku you get one Raiku attempt a day for a month. It's going to be a very common pokemon. And odds are you should end up with a very good one.

I suspect, as in the other legends in my area, by the end of each legend's run near the end of each month you won't see nearly as many people trying for them. Once you have a good one, and maybe a few more for candy, you're only catching for reward items and XP. Which for hardcore players is almost more important than a decent Raiku (it is for me), but the groups of casual players drop off dramatically.

Still, just by the sheer number of opportunities to catch a Raiku vs. even Lugia (Raiku is apparently the only legend showing up at any legendary raids) the law of averages say you should get something in the 90's IV-wise.

Well i planned on only spending free raid passes the whole time, i prefer Entei above any of the other ones. One a day just for the rewards. If i catch it great, if not i got what i came for. But yeah, it is still the first week but crazy weekend in our small town. about 10 gyms in our town, and twice this weekend we had a streak of 4 pop in a row. about 15 people were able to battle the thing 4 times in a span of about 30mins. at that rate people will be sick of him around here in about 3 days. lol, and that happened twice.

That's gonna be the trade off for Niantic changing up the Legendary Raid release format. Since there's only one for an entire month more people are likely to get more copies of each respective beast, on the flip side however, in lower population areas there will be progressively fewer and fewer people willing to do raids as time goes by, simply because they've already caught one. This will be particularly harsh on the players wanting better raid rewards in those lower population areas, at least none of the beasts should require as many raiders as Lugia did.

I caught my first yesterday and it was in the 1830s. I knew it had awful IVs so I decided my first throw would be non-berry, non-curve (to test my theory about catching low IV legendaries with poor throws). Of course, I caught it on the first throw which barely hit it as it jumped back.

That is a common theory, someone said there is no proof saying that is actually true. I told him show me the proof where it isn't true. I believe this is fact, i've caught low IVs with pinap berries a decent amount of times.

RNG. My personal worst experience trying to catch a legend was Articuno, I have a friend who is/was my main raid partner for almost all of the legends and she caught either the first or second Articuno we ever challenged (can't quite remember which), whereas it took me well over 10 raids (less than 20) before I was able to get the only terrible IV blue bird I have, I also curveball every throw and get great/excellent throws with roughly 90% of them. My partner however managed 6 Articunos, all while never even having learned how to throw curves and, since she switched to pinaps from golden razzes, has over 20 articuno candy. She even caught the very same one that was the only one I managed to catch, and I needed to use 10 more balls than her to succeed on that one.

No, it's just random. I almost only play free passes and I got both, crazy high IV or the shittiest possible ones

each time you do a raid the odds of it being 98% or 100% is 2%.

Yes but you are 3 times more likely to get a 98, as I have done several times but have not seen a 100.

This just may be my lucky guy. cause i saw another 93% i didn't catch. Because of my low golden razz count, i do not spend on the lower ones and i don't end up getting them most of the time. with half of the ones i've seen being above 90% and one being 89% this is seriously my guy.
