Probably just behind TS/TB Zapdos. That also exists, but no one ever got it.

Suggest another one. BS/SoB Exeggutor? It works against everything except Blizzard. PC/Focus Blast Mewtwo good against Blizzard. PoGo is pretty 2 dimensional...well, raid counter guides are very 1 dimensional.

DT was legacy before Kyogre was obtainable, sadly.

Of course, otherwise DT/Blizzard Kyogre would have completely annihilated Rayquaza. Sticking Kyogre with only a water fast move meant that it was not optimal against anything that resists water.

I suspect Niantic would never release the strongest possible pokemon (until primal Kyogre and Groudon, of course) right before the thing that it is a perfect counter for.

Absol = 1x weakness (dark)
Tyra = 2x weakness (dark & rock)
Aggron = 2x weakness (rock & steel)
Houndor = 1x weakness (dark)
Walrien = 1x weakness (ice)
