Dragonite vs Kyogre

Is anyone using Dragonite as one of their Team A vs Kyogre? I neglected to use them but I get windy weather here reasonably frequently and now after running some sims in pokebattler it seems my dragonites do OK, even without any weather boost:

My rankings are:
1. Raikou (L40)
2. Confusion Exeggutor (L40)
3. Zapdos (L40)
4. Dragonite (L40)
5. Sceptile (L34)
6. Jolteon (L30)
7. Dragonite (L40, Tail+Claw)

(Upon closer inspection, you will notice that options 4567 are very close to each other because all that differs is a moveset change of the same level dragonite)

I think this is a fair representation of what most higher levelled players have- Dragonites from previous gym placement meta and the beasts meta, and Zapdos/Raikou powered up specifically for Kyogre.

L35 Sceptile is on assumption that players will go ahead and evolve a WB Treecko

L30 Jolteon is on assumption of players having one at the ready in the previous gym meta with Gyarados towers

The main concern of Dragonite is probably how slow Outrage hits, missing out on 110 damage if it misses

The blizzard contingency is irrelevant because the other options (Sceptile and Jolteon) both get wrecked anyway

I took a DB/O dragon into kyogre the other day. At first I said “that’s dumb, it was blizzard” but I quickly came to the same conclusion. Practically anything is wrecked. So, I’ll probably use it again.

Because if you dodge one charged move from the non-blizzard variants you are likely to set off another outrage or hurricane. If it has blizzard dodge it or not you are dead.

As an off topic note Kyogre with blizzard will pretty much destroy any gym defender dragonites even if waterfall is not very effective. Go figure.

Sceptile and Jolteon have more reliable damage output than OR Dragonite so I'd favor them against Blizzard. Outrage is super slow and the likelihood of finishing a second one before dying is very small.

Out of these what would you prefer? My best 3 doesn't move, but then I have 9 less powerful pokemon that kind of ranks similarly according to the simulation:

Top 3: Raikou Exeggutor Zapdos (only one of each at L40) +

Remaining 9:

1. Sceptile Sceptile Sceptile (BSLB, Level 34-35)
2. Jolteon Jolteon Jolteon (TSTB, Level 30)
3. Dragonite Dragonite Dragonite (DTOR/DC, Level 40)

Based on sims, I'd use Sceptiles against Blizzard and Thunder and Dragonites against Hydro Pump. Sceptile is the most reliable glass cannon against Blizzard and can tank Thunder, but can't tank Hydro Pump.

Agree with a lot of comments above. most things, even raikou if it's taken a little chip damage get one shot by blizzard anyway so it's all about your dps for one charge cycle so it's dps all the way.

lucky I had a huge stash of potions and revives going in to this
