I have two dragonites, both with hurricane. I have one charge TM, is it worth using a TM to try get outrage or is the risk of getting hyper beam not worth it?

Personally, I won't. Hyper Beam is Dragonite's worst possible charge move. I would not rush TMing that Dragonite in your case since Hurricane is a pretty good move and all other soon to be legacy moves are mere speculation. Just raid for now and gamble when you have at least another TM to spare in case you get HB. Hurricane isn't realy bad. It's just that Outrage deals twice the damage for the same energy spent.

Agreed. Wait until you have more TM's to burn through. As he is now, he's an A-. Why risk a C for an A unless you have more chances?

With one roll of the dice, no. As everyone here believes, Dragonite will soon be a raid boss, and you can find your one with outrage that way (if it still exists in its moveset).

If you are concerned about moves becoming legacy, it's worth to get all movesets a Pokemon has as possible, especially Outrage on Dragonite.

Sounds like a waste to me. Another way to keep needless Pokemon in your bag then have to complain about it later.

I wont.I tried changing my hurricane dnite to Outrage but got HB instead then got it the next time I used a TM.Evolved a second dragonite which also has Outrage.I shouldnt have change my first Dnite since dodging is much easier on Hurricane...
