is it good moveset? better for atk or def?

Jack of all trades master of none. It's probably in the same boat as a WG/WP Vaporeon. If it's CP is high enough just stick it in the gym and collect your coins. SW isn't Dragon Breath so it's not like you're going to be super efficient using DB.
Side note. I've got an extra SW/ DC if someone is interested in trading for it when trading comes out. Lol actually all my SWs are for trade if that suits your style.
I argue this is one of the most effective real world mons in the game, as things are now. Steel wing is a very good quick move. Dragon Claw is one of the best moves in the game for attack or defense. And Dragonite is one of the best mons in the game. If you're a dodger, he'll be one of your best attackers. I say use him where you need him. My SW/DC has taken over my DB/dP attack duties, I'm just having more success with him.
My first dragonite, with high IVs. I was excited when I evolved it so I powered it up to 30 and have been using it for def till the gen2 update. Not the best defender, but I'd rather use him than a Rhydon.
After the patch I've been using him as an attacker. Unfortunately it's not as good as DB for a generalist attacker (I prefer using tangela to fight vaporeons for example) but it's still good. When attacking snorlaxes and blisseys I use my dragonite and THEN switch to my lvl 30 machamp (counter/dynamipunch) cause I feel dragonite performs better.
I dunno my opinion is supported by math damage-wise, but I guarantee that the moveset is very attacker-friendly cause of the low cooldown. Both moves are fast and it's very easy to dodge and deal a lot of damage. Probably it's a slightly worse DB/DC
