Dragonite. Should I power up ?

So I'm here to ask: Should I power up any of my dragonites?
I'am level 31
Dragonites:
1581cp Steel Wing / Hyper beam - 93 %
1490cp Steel Wing / Dragon Claw - 93%

( I really dont know if it is worth it. Because I have 13 good defensive pokemon. I feel steel wing is really bad attacking )

No, both movesets are bad, just wait for one with Dragon Breath / Dragon Claw or Steel Wing / Dragon Pulse

I asked because people say: " power up only def pokemon ". If dragonite/lapras/snorlax is better than other pokemon... I sould power up my dragonite ( It is rank B, but It still a dragonite). Shouldnt I ?

Your dragons are all good in term of IVs so if you power them up they may stay in top of the gyms.

I would power the Steel Wing / Dragon Claw untill level 30. You got almost a perfect IV and this is his second best moveset to defense because Hyper Beam is too easy to dodge. Since he have Steel Wing he can hurt Fairy and Ice mons and you will stay at the top with 3000+ cp. And just to finish, its a Dragonite (beast stats).

I would power him (SW/DC) till 3k for now and then start working in another one. You will build and power up more Dragonites in your journey. I have two 3k already, one 78%-SW/DC to defense and one 91.1%-DB/DP to attack. Now im gathering candies for a third.
