Dragonite question: power up or evolve

"What's more important iv or move set?" For me it has to be both. My first dragonite has good IV but SW/HB moveset, and I regret having powered him up. But if you ONLY care about gym placement, then IV is more important to reach higher max CP.

IVs are most important if you care about gym placement in the current meta, better defensive moves don't serve as much of a deterrent to attacks.

Depending on your personal gym meta, the 73/78iv ones may be good enough for gym placement once powered up.

I feel like a broken record saying IV is overrated. 100% Dragonite with SW/HB is still total crap. A 44% Dragonite with DT/O is bad, but has a use.

Spending precious candy? I wouldn't actually power up any of the Dragonites you have. Especially since you seem to come across them from time to time. If you're going to power anything up it should have at least 75% IV. The difference in CP between 75% and 100% is negligible at best.

If it's me? I evolve the Dratini. At the very worst you get some extra XP out of it and a chance to create an optimal mon.

Power up the L24. None of your options are stellar; so save your candy. After powering him into the low L30s, reassess your options once the candy is replaced.

I would personally power up the 44iv DT+OR...it has 12 ATT stat so should still be decent max CP for placement. Best moveset for def is important imo.
