Dragonite: Power Up or Evolve

I'd like to get some advise. I caught my first Dragonite finally (see photo) who is said to have one of the better movesets, but his appraisal is really low. IV checks at 44%ish. On the other hand, I have a Dratini with 100% IV who I've had as my buddy since day one (311.7 km total walked!). He's at 103 candies now. I'm getting close to evolving him but I'm afraid of what moveset he'll end up with.
Is it better to just save my candies and use it up to power up Dragonite or evolve Dratini and cross my fingers?

People around here sure do like their 100% IVs, don't they? :P I suppose if I had a 100% Dratini and didn't evolve it though, I'd constantly be asking myself "What if...?"
At the end of the day, you can always get more candies. If your Dratini evolves to have something like steel wing/hyper beam, just go back to powering up Dragonite #1. With a DB/DC moveset he will be a beast of an attacker, regardless of IVs.
Search, buddy, collect, save more candies then evolve & power up both. There's nothing wrong in having many Dragonite's.
-Dragonite is strong and will always be strong compared to other Pokémon's except for Lapras (But don't worry too much as all Pokémon's has there own weakness).
-0% Dragonite still has higher Base Stats than other Pokémon's that has 100% IV. How much more with your 44% or even best at 100%?
-0% to 100% Dragnoite will always have higher max CP than any other Pokémon's. (eg. your 44% will still reach 3300+ at max CP compared to 100% Dragonite that will reach 3500 CP, but still higher than a 100% Snorlax's max CP at 3100 allowing you to hold/defend gyms longer and collect more coins). :D
