Dragonite offensive moveset. Dragon Claw VS Dragon Pulse VS Hyper Beam

There is a little confusion around Dragonite's best offensive moveset.
In your ranking you have it as such:
A: DC
B(1): DP
B(2):HB
Yet there are quite a few people and sites that position HB on top, for example:

Does this mean you take into account dodging or critical damage that hasn't been implemented yet?

DC is great only because of its DPS,
and it is the best move if you tap it all the way.
But it doesn't count the fact that player will do dodging,
the more the time you spend on dodging, the lesser the efficiency of DC will be,
i won't say it is bad at all, but sometimes you do need the raw power output in one shot
'That DC is best if one dodges because its quite fast.'
if u mean its good because its quickness give u better timing in dodging, maybe, but its only a 1 hit difference or even none, depends on what move of the opponent.
50 energy for 35 damage
50 energy for 65 damage
2 cd differences
the effectiveness of DC relies on how much more DB you shoot from those cd
while DP and HB gives you stable raw power without any consideration
Some people just use different methods to calculate the strongest moveset. I believe Gamepress uses Qmike's spreadsheet + take other things into consideration like dodge times and the current meta. Qmike's spreadsheet lists Dragon Claw as the highest offensive charge move. This spreadsheet is also most widely accepted as the most accurate sheet by players. I have a Dragonite with Dragon Claw and I am more than happy with it. Anyway, all the charge moves are somewhat close to each other and what you mostly want for attacking Dragonite is just Dragon Breath. Any of the charge moves will suffice.
