I'll answer quick since it is late in America. It took a long time for my first one, mid-March, but since then hatched my way to 2 more. I have a DT/H and two DT/O; you should keep the DT/O. Too big of an unnecessary risk getting HB as a charge move. That will ruin something that is pretty tough to ruin. In my experience Outrage hits pretty hard, it is a common charge move that most people keep, try to find one in an enemy gym and see what it does to some of your various pokemon.
Dragonite moveset

After almost a year playing i got my first dragonite 87% (my only source was hatch eggs) and i got DT/O which it was the moveset i was look for.
My question is... is really worth having doble dragon attacks since the change to STAB/SE or should i make it a counter to Grass/Bug/Fight types with the Hurracaine charge move?

DT/O is great and high damage, keep it!! Not worth changing the move with a TM and getting hyperbeam. If you really need counters for grass/bug/fighting types, invest in specialize attackers or work on another dragonite and hope that one gets hurricane. There have been tons of people who have rolled worst movesets than you, pay the dues by keeping it! Congrats!
Dragonite, even though not as useful for raids is my go to attacker (DT/O) to clear rival gyms...Usually, in the 2nd round, assuming no Blissey, it can clear the next few rounds without having to heal or swap out...
Just simpler/faster/easier to not have to bother with type counters and Dragonite is bulkier than Gengar/Alakazam/Flareon, etc...
DT/O does the highest Neutral damage in the current meta outside of SC/SB Gengar (legacy) so I'd keep it and save the TM and keep it as your 6th man on the raid team.
Dragonite will probably be the next raid boss when they rotate so you can get another Dnite then.
