Dragonite DT/HB

Tbh, steel wing isn't bad either. It is bad in the context of the existence of dragon tail, but it is not strictly inferior to dragon tail, because you can dodge easier with steel wing.

If you look at the moves by DPS (quick moves) list, you will find that steel wing is the highest DPS in the game. Of course this negates the STAB effect of dragon tail (which is a very very close second) making dragon tail pretty much 25% stronger than steel wing ultimately, but it is 25% stronger than a very strong move to begin with.

As long as you don't get steel wing and hyper beam together at the same time (losing STAB both times), I wouldn't call it a bad dragonite.
