Dragonite: Dragon Tail/Hurricane vs Steel Wing/Outrage on defense? Which is better?

Both the movesets are listed as B by GamePress..just want to hear you guys out, when attacking the gym against dragonites with those 2 movesets regardless of which attacking pokemon you use, which of the movesets above gave you more trouble?

Hurricane is difficult to dodge and DT deals lots of damage consistently. Would rank it higher than SW / OT.

SW doesn't deal as much as it used to plus OT gives lots of warning to dodge.

I think they're the same though. Hurricane is difficult to dodge but dodging Outrage still hurts and it's a double bar charge move

Outrage is the key move to have regardless. Both for offense and defense.

All of the Dragon Tail movesets put out more damage than anything with Steel Wing, including SW/Outrage, on both offense and defense.

Seems like DT is the important part to me.

DT/H is awesome on defense and pretty solid on attack as I stated earlier I don't love DT, but it's a wrecking crew after DB/DC & DT/O.
