is dragonite the best choice counter for focus blast mewtwo?
If and when I get an exclusive raid pass, I am thinking to use the following line up for focus blast mewtwo.
3 x dragonite dt/o
2 x gyrados b/c
1 lugia dt/sa
For non-focus blast mewtwo:
3x tyranitar b/c
3x tyranitar b/se
Will these squads last at least 200 seconds, and should I substitute something for the first line up?

Yes, the consensus is that Gyarados/Dragonite should be the best all round counter to Mewtwo that does not suffer significantly from any single moveset. Gyarados holds a tiny hair more DPS but with less survivability than Dragonite, take your pick.
Personally I will go in with 5 Dragonites and a Lugia as above but I will be inclined to swap out the DT dragonites for Bite Gyarados if it does seem like having them will ease dodging a lot more and aid survival.
Anecdotally I do see greater damage from a hydro pump vs Gyarados than a hydro pump vs Dragonite. My Maxed Gyarados seems to take just about the same damage as a L30 Dragonite from a Hydro Pump.
Gyarados has a more flat Def/HP profile (though a higher total than dragonite), so if both Drag/Gyarados have 15 Def and HP as IVs, it would help Dragonite more than Gyarados. Again the difference is not major, just like Gyarados' damage advantage over Dragonite in this matchup.
My top 2 dragons have DT/O and luckily my best Gary Tm"d to b/c, but all my other dragons and Gary's levels 31-35 either have DT/H or B/HP, last night wasted 3 tm trying to get another b/c but it kept going back and forth so I don't want to use anymore. How would DT/H and B/HP perform in addition to my above 3.
By whom? Most sites, including this one, disagree with that statement. I could be missing something, but the only scenarios I see where a DP moveset is better than H is that a DT/DP slightly edges out DB/H. But that would mean you switched DC to DT. Why would one do that?
And, also, we work with what we have. RNG gave me Hurricane 4 out of 5 times, so that's what I've got.
