Yes. Be proud, he will be a killer and almost the same as his 100% version in practice.

For defense, probably not.

If dratini are rare than of course power it up I would but keep in mind that hp is his most important iv.

CP will still be higher than an equal level Snorlax, the next highest CP defender.

Moveset is often a bigger difference in effectiveness than IVs. Some exceptions might be when 2 movesets are close but IVs are not.

Anyway, I personally would power this up because it can function as both a defender and attacker. Despite its low IVs it still has higher max CP than the next highest Pokemon and even if it can't get into gyms, it's still one of, if not the best attackers in the game.

Compared to a perfect one it's missing like 10 HP or so but that shouldn't make too much of a difference. It'll still deal more total damage than many Pokemon with perfect IVs.

Plus you said that dratinis aren't common, so instead of wasting 125+ candies on evolving and powering a dratini that will most likely have a worse moveset, you could spend less than half that amount and guarantee you have a ~3k CP Dragonite that also has the best moveset.
