Is Dragon Tail or Mud Shot Groudon's better fast attack?

GamePress states on it Groudon page: "Mud Shot is superior to Dragon Tail, offering higher damage, STAB, weather compatibility with charge moves, and better meta-relevant coverage."
I understand everything except the "offering higher damage" statement. The page lists the following stats for each fast move:
Dragon Tail: CD 1.10; EPS 8.18; DPS 13.64; True DPS 19.09
Mud Shot: CD 0.60; EPS 11.67; DPS 8.33; True DPS 15.00
Given those two DPS stats, how can Mud Shot be said to "offer higher damage" than Dragon Tail?
My follow-up question is should I use one of my many Fast TMs to change DT to MS?

I had the same question and have yet to get a satisfactory answer, so hopefully someone here can clarify.

True DPS assumes 100 defence for every Pokemon which isn't true and in the case of Groudon it's Mud Slap damage after calculations is just shy of a breakpoint hence the big discrepancy in DPS.

The higher energy gain also makes up for the lower DPS. You're not going to use your quick move all the time, are you?

Androgynous - Regarding your second and third sentences, does this mean that since Mud Shot's EPS is higher at 11.67 than Dragon Tail's EPS at 8.18, the charge move, whatever it might be, will be charged up more quickly by Mud Shot than by Dragon Tail, thus enabling more frequent use of the charge move?
If so, I suppose Game Press's statement that Mud Shot offers "higher damage" may not be wrong, just confusing because it lacked fuller explanation.
