Dragon Breath on Gyarados is back?

Just saw it on Sliphroad and it is included in Gyarados fast moves, but it's not listed here. Is it back or not?

Same question for Omastar. On Sliphroad it got back Rock Throw, but not here.

Maybe I should walk my Magikarp to evolve him and find out the new moves....

They probably just started to include legacy movesets in their lists now that there are a significant number of them that a significant number of people have, rather than a few isolated legacy movesets that almost nobody had.

Its like i feel kinda scared to evolve another Magikarp. I got lucky with my 1st Gyarados, got Bite and Dragon Pulse.

Bite & DP is a very awkward moveset for Gyarados and limits it as a Dragonite Attacker or a Defender. All the movesets look much improved for Gyarados and there is no reason to hold back on evolving carps.
