Double Grass Eggy?

After using Ex/SolB and Cf/SolB Exeggutors as generalists and as water specialists, I've decided to commit to the double grass move Eggy for water (Omastar, and the Rock/Ground mon that are doubly weak to grass in particular). I have a number of Eggy's that I saved from raids before the last change. I'm a F2P player (free play), and don't do a ton of raids, about one a day on average. I currently have 4 QTMs and 2 CTMs.

I've already powered up one Eggy 13/13/15 (a/d/s) BS/SolB, to level 31, and now I want to power up another. Here's the candidates:

1) 13/14/10, BS/SolB, Level 20, CP 1628.
2) 13/15/10, Ex/SolB, Level 20, CP 1633. Needs QTM
3) 15/14/12, BS/SdB, Level 20, CP 1649. Needs CTM

There are others, but these are the best three. It's all about weighing the value of the QTM and CTM vs. the stats. This mon doesn't need to be perfect, he's a specialist. Niantic claims that more TMs will be forthcoming on level 3-5 raids, so that might loosen up a bit. And I might need lots of TMs for the changes Gen3 brings (gotta hook up Gyarados with Waterfall, I hope, etc.)

So, #1, #2, or #3, or wait until after Gen3 comes out to possibly get a new moveset altogether? Another option is to power up #3 but keep Seed Bomb (a 3 bar move, but weaker than Solar Beam by a fair amount. Any advice appreciated.

I'm going to power up an Entei, and then this Eggy is next on my list, so I have a little while to ponder it and see how the metagame landscape shifts before I commit.

As far as I know, Cf/SolB is by far the best moveset for an Exeggutor, so if you are lucky enough to have one of them with decent IVs, my advice would be to power him/her up.

Double grass eggies are slightly better only against double weak monsters like Golem and Rhydon.

I know that's been the conventional wisdom here, but I'm not convinced. I've done my own calculations, using a spreadsheet, and calculated CDPS (Cycle Damage Per Second). Simply use quick attacks until getting enough energy to charge one attack off, do that attack, and then divide the total damage by the total time. I also split it up into damage done by quick and charged attacks.

Here's my results for Eggy's movesets against Neutral, 1X Weak, and 2x Weak to grass. Each line is total CDPS:

So, against say Vaporeon, singly weak to grass, all quick moves with Solar Beam are almost equally effective, within about 3% of each other. But against stuff that doubly weak (Omastar, Golem, Rhydon, maybe some others in Gen3 or less important in G1-G2), the BS/SolB combination is way better, just over 12%. That's why I'm powering them up.

I changed my oldest Pokemon, a ZH/SoB Eggy, to double-Grass and am very pleased with the decision. I have a C/SoB that kept me from ever pulling the other one out, and now I go it it much more often as a specialist.

Yes, I QTMd my ZH/SolB eggy, and got Ex/SolB. I would have been about as happy with Bullet Seed, but that's not how it came up.
