Double bug scizor

Can a double bug scizor be useful at level 28-29? I have one at level 35 that does an amazing job versus zam but am wondering if it is worth trying for a 2nd with a level 29 scyther? In past posts I read that they start to come really useful at level 35-36. I don't want to invest any dust beyond the current level of 29.

I don't think that is true about level 35, check his stats on pokebattler and find the damage breakpoint I think I put mine to 30 bc it went up at that time Attack is 15

Sorry for the noob question but I can't locate break point on pokebattler. The scyther in question has very average IVs, probably 11 attack.

Run a sim putting in his specific stats, check the combat log, see what it is at lvl 30 (probably 8 I think) than keep moving up his level to see when it gets to 9 or whatever the number is but it will go up.

Scizor with Fury Cutter/X-Scissor should be one of the best counters to several legendaries, so yeah, I think you'd find an extra one useful. Usually the difference between L30 and L35 isn't THAT huge, but you could try to muck about with pokebattlers sim to see for yourself.
