No, better wait for the gym rebalance to see what brings up, besides for what purpose do you want him? as defender there is better options because his max cp wont get you high enough in gyms
And as attacker, earthquake deals far more damage overall than heavy slam
Nice to havea good looking pokemon with high iv and decent moveset but i would atleast wait and then decide unless you really require him to go up
If you had more dust and candy, I would say yes. However, considering you're low on dust (and with the thought of the gym rebalance lurking in the background), I'd advise you to focus more on elite defenders (Blissey, Snorlax), or all-around great pokemon that can attack and defend (Dragonite, Vaporeon, Gyarados) and that will likely always be relevant regardless of what changes Niantic makes to the gym system.
