How come I never see a Donophan with counter as a good 'mon to use against the various guys out there that are weak to Fighting? I see that Ursaring is recommended, but not good old donophan, a guy I've used with great success in Tyrannitar Raids.

Besides Counter being double SE, all 3 charge moves are SE to Tyranitar. Actually Donphan is a pretty good option.
I still think Donphan is overrated by Gamepress (9/10 is ridiculous).

If Donphan had double ground moves he would be clearly better than Rhydon, who is ranked 9.5. He is already a better defender than Rhydon. Also, Sandslash has a 8 rating.

And if Rhydon had double rocks he would be better than golem.

If Kingler had Hydropump he would be better than Gyarados.

I could go on

Who cares about defenders now?
Anyway, Donphan is weak to water, any gym defender (but not raid bosses) weak to water is a joke.

Oh come on, don't use that dumb argument...EVERY pokemon has a weakness. If you actually battle a Donphan, you will see they are much harder to take down than a Rhydon.

I don't disagree on defenders being worthless, but it is their job to take defense into consideration when rating pokemon. That rating is not how pokemon perform against raid bosses, that is their overall score. I mean look at something like Blastoise...8.5...for what? Who in the world uses a Blastoise for anything? What is Blastoise? A worse Vaporeon...and Vaporeon is ranked 9.5. See, their ratings actually work out if you consider their stats and abilities. I'm not sure why you are so against Donphan's score...

Rhydon 9.5
Golem 9
Donphan 9
Steelix 8.5
Sandslash 8

To the OP, yes, he is a solid option. But that double weakness makes something with double fighting better. I did just use my last TM to give mine counter. I will try him out next raid.

I live for the next power-up. And I just hit 38 a couple days ago, so I am maxing pokemon right now.

I have 2 Donphans.
1: CP 2479, IV 91, level 29, T/EQ
2: CP 1718, IV 95, level 20, C/HS
Both have 15 attack IV.
Should I use a quick TM on the CP 2479 one, and should I power up the CP 1718 one?
Phanpies are really rare here. I have only caught 3 Phanpies and haven't seen any for 3 months, most of my candies are from egg hatches and buddy. In fact, the CP 2479 one was a wild caught Donphan (cost me 40+ Pokeballs, luckily didn't run away), the CP 1718 one was evolved from a hatched Phanpy.

You have basically been making the argument that Donphan isn't worth its 9 rating...so why use a TM on it when Rhydon and Golem are better, in your opinion?

I was in exactly the same situation, and to save stardust I used the TM on my 2501 CP Tackle/Earthquake Donphan instead of the better IV hatched one.

The resulting Counter version feels slow in comparison on attack. Tackle was fun! But a bit less effective to normal types.
But it should be much improved for a defense role, although then Earthquake comes infrequent and slow and then is easy to dodge.

There are a lot of people now playing that can barely beat a 2600 Blissey (espec with Dazzling Gleam). I'm sure some of them try to show off their raid Machamps. I do have a 2540 Counter/Earthquake Donaphan, however I'm used to using my three 2900+ Rock Smash/Earthquake Rhydons. Glad they are buzzing through Snorlax and hold up against Blissey comfortably because I'm turning three full gyms a day with big Blisseys. Actually hoping some of my colors 24-28 level players start to put real pokes in there b/c not exactly entertaining for me to always be the flipper for their fifty fake coins

Ursaring and Machamp both have 23X attack and double-fighting movesets.

Donphan has 21X attack and no fighting charge moves.

This. Add Heracross for some areas where available as another all fighting Poke. This one also gets stab and all have a higher attack rating which is important in the current system.

So to answer the Op the fourth placed option isn't often discussed because we are often discussing spending here. If you have a naturally evolved one as I do, great option. If you're going to spend dust aquire a better counter for attacking.
