Don't wait for Blissey
Chansey is already a beast and time-out strategy proves to work!
Thanks to the current event, I managed to grind enough candies to max my Chansey to level 38.5. She has a IV A/D/S of 15/10/13 and sits at 401HP.
After I put her into the gym, interesting things happen. Several times there were sparks, but then sparks stopped and the prestige didn't change. It indicates some time-out wins!
Thought it'll get beaten down eventually, it is possible to wall 20+ level players or players without Dnite and Alakazams to single handedly beats a max-out Chansey.
The secret of it is MAX OUT. Each power up gives her 2-3 more HP!

The advice is to power up your Chansey to the very top if you have abundant Chansey candies!
Really, huge difference between 800cp Chansey (hatched) and 1200cp Chansey (~lv 30), and big difference between 1200cp Chansey and 1400cp Chansey!

Ideal Gym Setup
Bottom is a max out 1400cp+ Chansey. Should wall low level players from sacrificing strategy (2 mon for 1).
Followed by Lapras. One probably would use Dnite to beat Chansey (No need to worry Alakazam - you don't take a 10-level gym with Alakazam). So use Lapras to counter.
The toughest gym should be 1 Chansey + 9 Lapras.

You must be in one of those areas with a lot of chansey. I need to save my candy if I want to be able to evolve any blissey when she comes out. I also would like to see what moves she would get after evolution before deciding whether to power her up.
I do think a powered up chansey would keep out low level players from the gym, but not high levels and teams.

This for me is key, I am not in a bad position at this moment because I have 210 Chansey candies and I could max her to my level (35), but I don't want to waste the dust and candies just to see her getting the worst moves after evolving to Blissey, it would be pretty sad. I prefer to save the candies and my 2 above 90% candidates just to have at least 2 tries to get the perfect moveset for a defensive Blissey.
Also in my area despite having a nice amount of new players (level 25 or below), the biggest part of them play together, either with their families or friends, so taking a Chansey is not a huge deal, when you use a second mon into the mix there is nothing you can do to stop players taking down that gym. The max level I have seen on a gym in my town is level 7 probably haven't seen a level 10 gym here during the last 2-3 months.
I've waited since Wednesday afternoon to catch a Chansey as part of this event, but have only seen one. I live in a major US city and walk a very great deal, and the literal thousands of Jigglypuff and Lickitung I've seen (and refused to catch) since then are pointless. I have actually seen less wild Chansey since this "event" began started than I did before. Hell, I've caught five wild Dratini and one Lapras since this "event" started. This has been a painfully futile and pointless event, and anyone who tells you differently here is a cheater and spoofer using illegal apps.
So let me get this straight...because your biome is not as supportive of Chanseys as much as mine is, then I must therefore be a cheat...Is that right?
Let's try it another way - I have seen zero dratini...therefore you must be a cheat to have seen 5, as I have only seen 5 in all the time I have been playing - now do you see how much of a hollow argument you made?
My 853 Chansey candy are legit...and nearly all caught within about a 1km radius of my house, as I walk my dratini buddy for my elusive dragonite with dbl candy.

- on to your actual point: its hard to say anything is 'pointless' given that it gives you stardust (aka the most valuable thing in the game) so you purposely not catching them is a bit odd/stupid/just hurting yourself
- I like others replying on this comment 'took offense' to the cheater call out- not in the im actually offended way...i literally couldnt give less of a shit what you think- esp given how clueless you sound. but i personally have been lucky to find chansies during this event. i rarely have seen wild chansies before but suddenly I see many- if you look at nycmaps or phillymaps or vegasmaps or any other major city youll see there are in fact countless chansey spawns. is it fair to assume that everybody who catches a chansey in these cities use the website? (whether you find that cheating is a diff story)- but the point is that theyre clearly there...if you walk around nyc for a few hours its almost impossible not to find one....
- if only trading was out id happily give you my chansey (hey im a nice guy-ill make it TWO chansies) in exchange for that lapras and 5 dratini that you seem to so upset about having...jesus dude...what was the goal in your post? like actually...when you wrote it- what was your goal
I've actually taken down a level 10 gym with 9 Chanseys 1k+ CP and Snorlax at the top around 3k. It was substantially easier than taking down a level 10 gym with 10 Snorlaxes of various levels. I went in with Dragonite, Vaporeon, Alakazam, and 3 Gyarados and mowed the gym down considerably quickly. It would of been quicker if I didn't have 2 DB Dragonites stuck in gyms.
I too realized "all chansey" gyms are strongly overrated in how 'strong' or 'time-consuming' they are. Ive solo-taken down an all chansey and solo-taken down an all snorlax and woah is there a diff. if anybody doesnt believe me just look at the timer...i can melt a chansey with my nearly maxed out alakazam /3300+dragon...not that i cant do the same with snorlax but it certainly takes longer /dishes out more damage to my attack group.
id say the 1 gym id actually go 'oo boy this is gonna take some time' would be 10 lapras (all over 2700 would prob hammer it in as a 'yeh ill let somebody else do this/lemme call my buddy for backup lol)
Haha, we are in the same boat. One time my friend spotted two Valor gyms, both full of Snorlaxes, some with as high CP as 32xx. He asked me to join with him and we teared down these gyms in joint efforts. It took us ~30' to clear one gym. Some days later, those Valor trainers built these two gyms to level 10 with the same Snorlaxes. We took them down 2 more times but after that we skip these two gyms. It takes too much effort and resourses.
I still wait for Blissies to compare against those damn Snorlaxes
Chansey at the 4th place is already being the toughest gym you can ever get. Pokémon above Chansey should be full of Snorlaxes, Dragonites, Laprases, Poliwraths, etc; Pokémon below Chansey should be Dittos.
So you must carry Fairy, Ice, Dragon, Eletric, Grass, etc. Pokémon, and 1 magikarp to force Dittos to transform.
Blissey has a slightly higher base ATK, but still not high enough to be at the top of gyms, in which only a medium CP.
Unless niantic changes the order of Pokémon in gyms, wait for blissey. With the CP order, chansey will be on the 10th spot, so a cheater of your team will KO the chansey with another account (from another team), then prestige the gym and put a high CP (even crap defender) to stay above a lot of non-cheater players. Sadly, CP is all that matters (for now) to keep your place in gyms, and now with this cheaters we have to fight against our own "teammates".
I was thinking the same as you and had a hatched Chansey since autumn (96% 15/14/14 ZH/P). So I took all my candy and blew her to the top lvl 39 (1442cp, 403 hp). Why not have fun now, instead of waiting and then discover that you got the worst Blissey moveset on your by far best Chansey? :-)
So are there any possibility to calculate what type of mons/levels that cant get through such bottomplug?
