Does Zapdos still rule Fire Island?

In Pokemon 2000 Zapdos flys to Fire Island and claims himself the ruler. At the end of the movie Moltres does return however it is never stated that Zapdos relinquishes his claim to the island. Is Zapdos the true ruler of the three?

He probably lost the island once harmony got restored. Also probably got captured by a 10 year old later on.

Also, May is going to be Zapdos quest month, which is pretty cool for a change.

Yes, it is the only bird that deals SE damage to the other two
