Does weather affect a gym defenders attack power?

Curious whether a gym defenders attacks get a buff due to weather or only the attackers. If so it would be cool to drop different defenders depending on the current and near-future weather.

On a related note I’m curious whether raid Bosses get a buff too (so whether Ho-Oh on a “Clear” day would do 20% more damage with Fire Blast or Solar Beam).
