Does pokemon not affected by the weather have their IV changed when the weather change ?

Example :

Actual weather : Sunny
pokemon (IV): Delibird (100%)

Weather switch to Party Cloudy
Does the same Delibird, see his IV decrease to 85% ?
Or does it stay to 100% ?

From my experience on multiple occasions the weather boost completely re-rolls the IVs. More often than not boosting the IVs but sometimes not. I've had two instances of Pokemon having stronger IVs at low level prior to weather boost.

once you catch it, the mon's stats and level do not change.

Not only that, but there were reports that a wild pokemon's stats are locked in for you when you first encounter it. If you see that it is a low level and leave, then the weather changes to support it, other players that haven't already looked at it can encounter it with different stats but you will still see what you originally encountered.

In the example from the OP, I think the answer is no. At least I hope not.

A 100% Delibird (Ice/Flying type) will not be boosted during Sunny/Clear weather or during Partly Cloudy weather. So its IVs should not change if the weather changes between those two conditions.

But if a 100% Delibird spawns during Windy or Snowy weather, and then it switches to Partly Cloudy, then the IVs will change with the weather.

If I'm wrong, someone please enlighten me.

As far as I understand, that is correct.

A wild pokemon essentially has two possibilities: no weather boost and weather boost.

A weather boost rerolls the stats with higher minimum IVs and maximum level, but that is not necessarily going to be higher values than the non-boosted values.

For a wild dual-typed pokemon, changing from weather that boosts one type to weather that boosts the other type does not change the stats.

There was a supposingly 100IV hariyama which was spawned during rainy weather but weather changed to cloudy when I caught . And its only 84IV.

I guess all IV rerolled once weather changed

But maybe that's because fighting types are affected by cloudy weather? But either way, this is going to be a nightmare for those of us who like chasing perfect mon. Last night, the in-game weather was switching between Clear and Partly Cloudy literally every 30 seconds. I noticed it because I was getting the annoying Extreme Weather warning every time the weather changed.

In that scenario, I think it would have been OK if I had been chasing a perfect mon that was not Grass, Ground, Fire, Normal, or Rock. So a hundo Ralts should have been safe to chase for example. But remembering all of that and keeping track of what the weather is at any given moment at the spawn point is enough to make my head spin.

I have no idea how's the algorithm work

The hariyama was spawn in rainy weather so it's not weather boosted in the 1st place

It's almost as if when Pokemon spawn whether it was during, before or after each Pokemon already has both potential outcomes for non boost and weather boost. I partly assume they are turned on and off like a switch.

The weather boost just gives higher minimum IVs and maximum level.

Eggs and raids also have boosted IVs, but it is still possible to get a specific wild pokemon that has better IVs than a specific egg hatch or raid catch. On average overall though, eggs and raids will give better IVs.
