Does IVs matter?

I could max out alot of pokemon but their ivs are okay, not the best. I only have about 4 good iv pokemon. Does IVs really matter in Pokemon GO? My Cloyster 11/12/14 is good but i feel like the atk is too low for me to invest in it. I prefer 13/13/13 and up. Should i also continue to try and get really good IV pokemon or should i just give up and max them out anyway?

Good moveset matters more than IV, but if you have the optimal moveset then obviously the better IV Pokémon is more important.

As for which one to level up that's down to your preference, do you feel like you need a strong Cloyster regularly? If so maybe you should power it up, otherwise I would wait.

My cloyster, Poliwrath, jynx and others have my desired moveset but their ivs are around 10/10/10. I feel like that's too low. My Cloyster is 11/12/14 82% and has my desired moveset although his atk i feel ia too low. Do i invest or do i hope for a better shelder?

If I were you I would wait, I feel none of those Pokémon are essential for battling, but that's just me. If you don't have a Lapras then I would say look to power up your Cloyster. Of course the problem with waiting is that sure you could get a high IV one but they may lack the optimal moveset. Ultimately it is up to you, do you feel like you lack Ice Pokémon for attacking? If Dragonite is what you're looking to counter you could also look at Omastar that has the rock moveset.

Im at level 30 and now stardust is starting to cost alot so im being very careful on which pokemon i invest in so I'll just wait.

Are you finding yourself in situations where not powering up these Pokémon is holding you back? Personally, I think your a little overvaluing IV, moveset is far more important.

If your struggling vs Dragonite in your area, Cloyster does good work, Jynx also good, steel wing hurts a bit.

Poliwrath is pretty meh anymore. 2. Was one of my favs. Have a Bubble/HP (91) and Bubble/IP (84). I had powered them both up to max, now they just sit on the shelf.

Have you tried using them in battle yet? If it is good, the IV won't matter unless you are trying to pick 6 out of like 7+ to power up. Your first priority should be to get a "starter" team of 6 ice types up and battle-ready. I'm using Slowbro (Ice Beam) to counter Dragonite, and I've found that IVs don't really affect their performance drastically, between Slowbros. At most you get to do slightly more damage before running out of hp, perhaps equivalent to 0.1 Dragonites.

IVs make up only 10% of your mon's potential. That means there is virtually no difference between your 11/12/14 Cloyster and 13/13/13 one. Base Cloyster attack is 186. I'm no mathematician, but I believe that means the difference in attack between your two examples is only about 2 (200 vs. 202). CP, species base stats and moveset are what count most. And it's not even close.
