Does high IV mean higher CP from evolutions?

I have a general understanding of CP and IVs, but I wonder; does the IV of the pokemon you wish to evolve impact how far up the CP ladder it will end up? Like, a 65% IV drowzee would have less CP when evo'd into a hypno than a 89% IV within the same range?

Yes and yes. The higher the IVs, the higher its max CP will be.

Evolution doesn't affect IVs at all, a pokemon with certain IVs will always keep them when it evolves, and will be comparable to Pokemon of the same species with the same IVs. CP is a mere conclusion of each Pokemon's Attack, Defense and HP.

I think the previous two people answering didn't really understand what the OP meant.

He's asking if let's say a Drowzee of 650 CP and 60% IV will evolve into a lower CP Hypno then a Drowzee of 650 CP and 80% IV.

So the CP's of the Drowzee's are identical, will the evolution of the higher IV version result in a higher CP Hypno? (without powering up ofc)

Two drowzees with identical cp at different IV levels will evolve to very similar cp Hypnos. Probably the same with maybe a small gap. But the higher IV Pokemon will be a lower lvl therefore have more room to power it up and higher max cp.
