Does Frenzy Plant confirm the arrival of Blast Burn and Hydro Cannon?

Will Frenzy Plant be followed by Blast Burn and Hydro Cannon? If it happens, starter Pokémon will be simply brought to life! Specially Blastoise. As far as I see, Frenzy Plant is now the best Grass move in the game and Blast Burn will be the best Fire move if it arrives. But let's be honest, the difference between Solar Beam and Frenzy Plant is very low. The difference between Overheat and Blast Burn(predicted to have same stats as Frenzy Plant) will be even lower if not ignorable. But the difference between Hydro Pump and Hydro Cannon(predicted to have same stats as Frenzy Plant) will be huge! Now, if that happens, will Blastoise get close to Gyarados and Vaporeon in terms of power (Let's just not humiliate the Pokémon who has been outclassed since the beginning of the game anymore by comparing it with Kyogre).

I mostly agree with his statement, if you are going to predict the future, you can't be upset if someone then wants to predict the future's future. Blastoise has the same fast move as Vaporeon, improve the fast and the charge move and maybe it gains an equal footing with Vaporeon.

We don't see Blastoise get close to Gyarados and Vaporeon unless Niantic releases mega evolutions where Blastoise's attack will be greatly improved thanks to its huge special attack increase from 85 to 135 in main games. But Gyarados also has mega evolution (292 ATK) which will likely outclass Mega Blastoise (264 ATK).

I think it does, it would be very strange if they only gave Venusaur his tutor move.
