Does evolve at higher trainer level affect my pokemon cp?

Hello, ive read the evolution tips but i still have few questions regarding evolution:

I have few pokemons with good IV's waiting to be evolved. However, im not sure whether i should wait for me to get higher level to evolve my pokemons or not.

For eg; i got my magikarp with cp 145 when i was lvl 20. I have not evolved it to gyarados despite i have enough candies. Currently im at lvl 22. Does it matter if i evolved my magikarp straight away when i caught it at lvl 20 or should i wait for a better cp magikarp as i lvl up?
As of today, i have not caught a higher magikarp cp. So i was wondering whether i should just evolve it or to spare my candies for higher cp magikarp.

One more is does trainer level play role in determine the pokemon cp after evolution? Like if i evolved my magikarp at lvl 20 does it have different cp for gyarados than i evolved it when im at lvl 22?? For what i know IV does not change but does it affect CP?

From my experiences, when I catch a pokemon, my level affect the CP of that pokemon, ie, higher level I am, higher CP pokemon I will catch. If you evolve magikarp with CP 145 now, it is OK. The matter is the move after you evolved to a Gyarados, because there is a higher chance for a Gyarados with bite + twister. I know some people get bite + HP/DP when he/she got a 3rd or 4th Gyarados. I got bit + DP with my 3rd Gyarados.

For your last question, trainer level doesn't play role in determine the pokemon cp after evolution. When I was level 18, I caught a Evee wih CP around 500, it evolved to Vaporeon with CP 1700 to 1800 (I don't remember the exact number). Now, I am level 29, I caught a Evee with CP around 600 an hour ago, it also evolved to a Vaporeon that with CP around 1900.

No. IV and LV are the only 2 things determines a gyarados' CP.

If I do not have a fish with 82%+IV and at least lv18(I'm lv20 ).I would evolve my fish untill I have 600 candies in case getting a better one.
