Does Dragonite have a significant damage breakpoint?

Since Dragonite is used mostly as a generalist is there a specific damage breakpoint for Dragon Tail that A15 Dragonite should be powered until against most or all?

Break points depend on the defence of the defending pokemon, so in gyms that varies so much that there isn't any clear break points. Same really goes for Raid Bosses unless you have someone in particular to lay the smack down on

Yea I know you can check against specific raid boss but since he is mostly a generalist I wasn't sure if there was a level that kinda covered it all
