If the vast majority of players who play Pokémon Go in my area know not dodge or do not care about it would be interesting to use the big charged attack instead two bar charge moves when the defense?

Answers

The recommended defending movesets in this site already take into account little or no dodging from attacker side.
Also without dodging a 3-bars-charge-move is often better than a single bar one when defending.

So, for example, as Slowbro moveset Confusion/Water Pulse would be better than Confusion/Psychic considering that the attackers of my area will never dodge?

I don't know about for Slowbro, since Confusion hits pretty hard. The main benefit of Water Pulse on some of the other water Pokemon is to account for Water Gun being pretty low DPS when it is used by a defender. I would say in this case that Psychic is still better. When it hits it will take a chunk of their health bars if they don't dodge it, and it can hit twice in a row.

I would prefer psychic: even if in your area they don't like to dogde, I guess they would use some water resistant mon..
