It costs something more than 1500 rare candy and 1350000 dust to build such a squad. For that much expense would you actually use the full squad that often? Will that squad still be relevant several months later? If so, what legendary do you think fits that bill?
I couldn't imagine having that much rare candies. I have just now managed to power up most of my favorite/most useful legendaries to level 35 or so (1 each of Moltres, Raikou, Groudon, Kyogre, Rayquaza, Mewtwo), and Articuno and Zapdos will be there after their respective months. Powering them up to max is overwhelming!
However, I think that even if I had the resources, I wouldn't want more than 2. I enjoy my variety (with everything except Machamp lol).
The only legends I have powered up more than one have been Groudon, Kyogre, and Mewtwo. And the second of each has only been powered to level 30.
The two Groudons are both currently Mudshot/Solar Beam, but I plan to eventually change one to Earthquake, but have not had the need yet.
The two Mewtwos were previously C/Focus Blast and P/Shadow Ball, but after not using C/FB for quite a while I decided to use charge TMs until I got either Psychic or Shadow Ball. I got HB then SB. They are both currently C/SB and I have used them a few times against Machamp raids.
The first Kyogre had Thunder which I used against other Kyogre raids. Both are currently Hydro Pump.
The most important thing alluded to in the somewhat farcical "Blissey debate" here is that you need to break out of the low-damage-bonus vicious cycle.
If you are not consistency getting 2+ damage bonus on the current raid boss, which implies a reasonable team contribution bonus as well, improve on this immediately. You should target being able to take down the current raid boss with parties of 5 or less. If not you will still be playing catch-up on the next raid boss.
You may have aesthetic reasons for not wanting duplicates of the raid bosses that you power up, but the reality is that this creates a glass ceiling you will never break through.
That glass ceiling is pretty high though. I've only powered up one of each relevant legendary and I've been able to do legendary raids with very small groups, basically all but the most extreme shortmans. Trio non-DC/OR Latis, easily five-man Lugia etc.
Nonlegendaries have been pretty good so far and if Regis become raid bosses that will continue for a while. At least Heatran in the future will change things as players with multiple Kyogres will stand head and shoulders above others.
Currently I have:
Rayquaza at 40 & 38
Mewtwo At 40 (SB), 34(P), And 31(FB)
Raikou At 40 and 32.5
These are the only legendaries I have more than 1 powered up. I am putting my bonus candies from this event into Kyogre so I will have one at 40 & the second will get to 36. I only intend to have my one latios at Lv 40.
I’m also working on getting my Moltres (36), zapdos (32), And Groudon (31) to level 40. Articuno will stay at 31 (most likely). I don’t have plans to power up Lugia, ho-oh, or Latias but I may simply use up whatever candy I already have.
Also if you are pinapping your legendaries and powering up boosted versions they don’t take as much rare candy as you think.
I've chosen not to power up more than one of each legendary, because I like it that way, but it also makes my resource optimization much easier. I don't see any legendary in the game currently worth the dust and candy to have 6 maxed because there are so few things in the game that you need a team that strong for, but I do know people who have one or two of these maxed teams. When you raid a LOT you need to dump all that rare candy somewhere.
The top candidate for making this maxed squad would very clearly be Kyogre in my opinion, as it's so much better than its current competition and it doesn't have that much future competition coming up either.

2 zapdos, 1 articuno and 1 rayquaza at about 30
I think it would take something special to convince me to max more then 2 of any type. Am working on a second kyogre then groudon then max the 2 raikous but thats a lot of walking.
Yveltal is probably my fave legendary design (and i like dark and ice types)
