Palkia has literally the second best double dragon moveset in the game, nothing to complain about that one. Giratina and Heatran got majorly shafted and I think there's absolutely a good chance that they rework those movesets a bit. Why would we spend money to raid Heatran when it has lower fire DPS than Houndoom?

Their current sets, from what we have available are less than stellar, palkia's stuck with one bars, heatran didnt get overheat, giratina (worst of all) got absolutely *shafted* with shadow sneak. The best was oddly the steel set on dialga, Metal claw/Iron head, and the anti-Ghost/Psychic set of snarl/Shadow ball on Darkrai.
Any thoughts on these sets becoming better later down the line? or are we all going to be having a steel legendary as our best legendary raid boss or save up for possible raid days of signature moves?

But palkia's stuck with draco meteor, yes its the second highest dragon DPS, but that severally limits it to raids. Rayquaza does everything it does and better expecially gyms as one bars are bad for gym clearers, had it gotten dragon claw that'd be different. Its a case of its not bad, but the other option is much better practically.
It does limit it to raids, but raid attackers are more important than gym attackers. DC would be a downgrade for the raid attacker role, even if it'd add another gym sweeper option.
Palkia's niche will be fire move Reshiram raids and ice move Kyurem raids (together with Dialga and maybe Reshiram). Being supreme in something relevant in the future is honestly better than what many legendaries get.
That's why I specifically mentioned ice moves Kyurem. You will know the moveset from the autoselect going in to the raid and unless they massively devalue RC, most people will not have 6 Dialga to throw at it. But most people will have candy for Palkia from raiding and can use that candy to make another good counter.
