Do you ever wonder if

They use PoGo to perform controlled behavioral experiments on large populations? Like they can change incentives and see how people respond. Typically I'd guess the mass behavior is somewhat difficult to predict. Anyway I'm sure the meta data would be very interesting and useful to analyze.

Would this be subject to IRB?

And then they realize that the people who were supposed to go to the designated locations refuse to do so because they do not like something about the system / doesn't sound rewarding enough. Soldiers proceed to rant on forums about it. The enemy continues to cause destruction unhindered.
