Do we, outside the PST, get less incubators

I wonder if the incubator event "starting the morning of December 25, 2016, and through the afternoon of January 3, 2017 (PST)" would mean that timezones ahead of PST will miss one free incubator. I am on CET, 9 hours ahead of PST.

No because it also ends relative to when it begins. You will still have the same opportunities.

A watch set to the wrong time still records 10 minutes the same.

Not really, the incubator is only rewarded on the first pokestop of the day, so it is not the same as your watch analogy. For example, my first spinn today was not rewarded, as it was before the "PST morning", so I am one incubator short as comparing to someone in, say, LA.
