Do raids need mini-bosses?

If Tier 1 and 2 raids we're made mini-bosses to Tier 3-5 raids, would it encourage greater participation?
The mini-bosses could be free to high-level players with a raid pass in inventory and included in the raid for lower level players. (A L30 player isn't spending a premium pass on a T1 or T2 anyway). More players would show up knowing they could at least beat up the mini-boss if there aren't enough for the main raid. It would also create a 5 minute gathering window as trainers fight the undercard. Suburban players might actually get a chance at a Tier 4+ raid.

I would like T4 raid bosses to have weaker versions that can be soloed with well-chosen L30 attackers, but only give an egg (or allow catching the base form) rather than a fully-evolved form.

Or if you catch the boss it would be level 15/10/5 and not level 20

Never hatched Lapras. I hope I can get a >90 Lapras egg from a weaker version T4 raid but I dont think Niantic will accept this idea.

Considering that T4 and T5 raids allow urban players to stack up on (some of) the best Pokémon in the game, I see no reason why e.g. a lvl 15 TTar/Lapras raid boss would break the meta.
I'm all for it.

The stardust (and candy) required to power up from level 1 to 20 is much less than that required to power up from level 20 to 30.
