Do IV's effect maximum CP?
So when i see a Pokemon's max possible cp, lets say for example Charizard at 2602.20, can ANY charizard reach that or only a 100% perfect IV charizard? I ask because i know CP is a part of the calculation for working out IV's so IV's must effect max CP right?

The "max CP" pokemon of each level of each species is the one with perfect IV's (15 in the three categories). The "min CP" pokemon is the one with the opposite (0 in the three categories). Base stats determine the bulk of CP when you're comparing the bulk of different pokemon, while IV's define the relational CP.of pokemon of the same level and of species of with the sames stats. (I.e., Mew and Celebi would have the same stats and "Max CP" possible.)
That said, CP is (here comes the spiel) mostly an aggregator statistic, the only place where I believe it has effect is where I know it has effect, in determining gym roster order (pokemon are put in ascending order of CP). It's by no means a useless number, in that it attempts to summarize all the initially useful numbers.
A pokemon's three main stats (its attack, defense, and HP) are equal to its base attack plus its IV, this sum then multiplied by the CPM (CP multiplier) that is determined solely by its level.
The player knows the HP of his pokemon, but isn't expressly told the attack and defense of his pokemon. He is, however, given the aggregate CP score.
The "CP" score is the attack stat, defense stat, and max/original hp stat thrown into a blender with a few additional numbers with a final number then being spit out.
