Ditto spawns in Weather

My area has a paid IV scanner, and users will post 100% Yanmas as the only common that could be Ditto.

I was wondering, if the odds of the Yanma turning out to be Ditto could be affected by weather.

If there is a Level 35 Yanma in the wild thanks to it being a windy day, would that affect the odds of it being Ditto?
Since Ditto is normal, then should I avoid all the 30+ Yanmas on a windy day?

Likewise, are the odds of finding a Ditto increased on a Partly Cloudy day? Should I try to make it to every 100% Yanma on those days?

Paid IV Scanner, user posting pokemon? Is that a scam? I've personally had scanners that are free and provide ivs if they are NOT shadowbanned.

Also no, ditto is only affected by partly cloudy weather and windy does not increase the chances of ledyba/yanma being ditto. Windy Weather Yanmas are likely still Yanmas. However, if it's partly cloudy weather, a ditto pretending as a Magikarp, Zubat, Ledyba or Yanma will NOT show the swirl below them, nor will they display to be affected by the weather in the capture screen.

And personally i found out you cannot avoid ditto, but you will know it when a trash pokemon begins to breakout from razz + greats or even razz + ultras and just stay there (They don't flee as often as the pokemon they copy), then you will giggle a bit when you see the "Oh?" sign appearing.

So in partly cloudy, if Ditto is a Magikarp, is there a chance that the Magikarp's cp could be above level 30?
